Is it Stem Stitch or Outline Stitch? UPDATED

I use stem stitch a lot but I am never sure when what I call stem stitch is actually outline stitch. Frances' Camden Rug

Today I have a gorgeous rug to show you from Frances Peterson, who is known for for miniature rug and pillow designs.  It is called the Camden Rug.  I think it is magnificent.
